“….Finland, like many other countries with well-developed health systems,
has struggled with its pharmaceutical policy on issues such as needs-based
universal access, cost–effectiveness (CE) and affordability of its growing
drug budget. Incremental policy changes have been followed by some fairly
drastic measures to control growth in pharmaceutical expenditure. There
has been considerable public debate on pharmaceutical issues and the need
for a more predictable overall strategy in this policy field…..”

Abstract:
mdash;: The American Heart Association (AHA) and the American Diabetes Association (ADA) have each published guidelines for cardiovascular disease prevention: The ADA has issued separate recommendations for each of the cardiovascular risk factors in patients with diabetes, and the AHA has shaped primary and secondary guidelines that extend to patients with diabetes. This statement will attempt to harmonize the recommendations of both organizations where possible but will recognize areas in which AHA and ADA recommendations differ.

The Declaration is particularly significant to the People’s Health Movement because the People’s Health Assembly at Gonoshasthya Kendra – Savar in Bangladesh on 8th December 2000, endorsed the principles and practice of universal, comprehensive Primary Health Care as outline in the Alma Ata Declaration. Celebrating the Alma Ata Anniversary is therefore symbolic endorsement of both these consensus documents and an opportunity to express solidarity with the Health for All Now campaign of the Global People’s Health Movement”.

Venimos leyendo de un tiempo a esta parte distintas versiones sobre lo que sera el futuro plan de salud de los argentinos. Pero más allá de nuestros desos o intereses, hay una realidad cual es que la misma queda supeditada al financiamiento existente. Estimaciones de la Superintendencia de Servicios de Salud (Obras Sociales Nacionales), afirman que se manejara un presupuesto para nada despreciable de unos 7 mil millones de pesos. Veamos entonces, con atencion, lo que el presupuesto asigna a distintos programas del ambito publico (del cual todos los argentinos somos beneficiarios o maldecidos, según quien lo diga), y los numeros hablan por si solo, el presupuesto total no llega a la mitad. Y quizas alguien me ayude, pero en la pagina 80 de este documento habla de 37 millones de pesos destinados a medicos de atencion primaria, para todo el año, o sea, menos de 1 peso por año por habitante? Estoy leyendo mal? Me perdi algo en el camino?

No se cual es el plan de salud, no se que son los incentivos que tanto se habla, no se que quieren decir cuando dicen fortalecer el sistema publico y produccion de medicamentos, y la industria se regocija (estaran contentos con la produccion publica de medicamentos?). Pues bien. Una copia de la politica presupuestaria para el ministerio de Salud, pero que sale del Ministerio de Economia. Obviamente estas cuestiones se consensuan, al menos en el discurso, con el Ministerio de Salud y con Jefatura de Gabinete…….si alguien tiene tiempo, y sabe leer numeros, son todos suyos, y espero haberme equivocado en muchas de las conclusiones que saque al leerlo (no es recomendable hacerlo durante la noche, es francamente aburrido, o peor aún, si lo entendemos puede llegar a espantarnos y dejarnos con insomnio).
